Suspension and Debarment Policy

I. Purpose

This policy is created so that The College of St. Scholastica (CSS) will be compliant with federal regulations in regard to not doing business with individuals or entities who are suspended or debarred.

II. Definitions

Suspension – A temporary disqualification from government contracting or subcontracting due to criminal, fraudulent, or improper conduct.

Debarment – An exclusion from government contracting or subcontracting for a specified period of time due to criminal, fraudulent, or improper conduct.

III. Policy

The College of St. Scholastica is prohibited from transacting business using federal funds with parties that are suspended or debarred or whose principals are suspended or debarred by the federal government. The College will verify that parties paid with federal grant funds are not suspended or debarred by regularly checking the Federal System for Award Management – sam.gov. 

If grant funds are unknowingly used to pay suspended or debarred entities or individuals, those costs will be the responsibility of the corresponding department’s budget and any necessary restitution of funds to the granting agency will be arranged.
