Policy Summary
In general The College does not provide employees with cell phones or stipends for use of cell phone technology. In certain cases the College may approve a stipend or school owned cell phone where the need is critical to College operations.
Eligibility for Individuals
An Individual would only be approved for a cell phone or stipend if the College deems the position to be an essential employee and whose job description would require them to be on call 24/7 for emergencies and critical operations to ensure business continuity, safety and security. Example of approved positions are Facilities Maintenance Manager, Building and Grounds Manager, Director of Facilities Services, Safety and Security Manager.
Eligibility for Departments
Where the College deems necessary for a department to maintain a rotating on call person for regular occurring urgent issues that arise during off hours the department will be issued a College owned cell phone that can be utilized by the on call person during that time. Example of approved department phone is Security Phone, IT on call phone, RA duty phone and Residential Director duty phone.
Cell Phone Usage
Cell phones approved and issued by the College are to be utilized for College business only and may not be used for personal calls. It is expected that the employee carry the phone all times.
There are no restrictions on personally-owned devices. The employee may use the phone for both business and personal purposes. However, in order to receive the cell phone stipend, the eligible device must be available for business use at all times.
Approvals
For a position to be approved for a cell phone under this policy, the position description must reflect the eligibility requirements stated above, and be approved by, and on file with, the Human Resource Department. Annually, positions that have been approved for a cell phone under this policy, shall be re-certified.
Cost Allocations
Costs for cell phones shall be charged to the department utilizing the service. Stipends shall be set in the employee payroll thru Human Resources and shall be in the amount of $30/month.
