I. Purpose
This policy is to ensure effective post-award grants management at The College of
St. Scholastica (CSS), ensure proper internal communication regarding grant-funded projects, and ensure all grant changes are appropriate and properly approved.
II. Definitions
- Grant Manager – The CSS employee responsible for administering a grant project.
III. Policy
Foundation and Government Resources (FGR) staff will guide faculty and staff leading grant projects, hereafter known as grant managers, through the post-award process to promote compliance with applicable laws and regulations, agency requirements, and award terms and conditions. This guidance will also support effective stewardship of grant funds and positive ongoing relationships with granting agencies.
FGR Staff will clearly communicate grants management expectations to grant managers. FGR staff will share applicable grants management policies and procedures with grant managers, provide instruction on grants management topics, and be available for consultation throughout the grant lifecycle.
FGR staff will coordinate and review all project reporting to ensure accuracy, quality, and timeliness. FGR staff will also coordinate all administrative communication and change requests and most programmatic communication and change requests with granting agencies to ensure timeliness, quality, and appropriate tone.
FGR staff will review all substantial changes to grant projects, proposed expenditures exceeding agency limitations, and proposed expenditures impacting budget categories restricted by the grant award. This review will include consultation with Finance staff, as needed, to assure that any project or budget changes are appropriate, reasonable, and approved by the granting agency, if required.
